NORTH CHAMBERSBURG IMPROVEMENTS PROJECT – PHASE II AWARDED TRANSPORTATION FUNDING

Greene Township, Franklin County – On March 16, 2023, the Commonwealth Financing Authority awarded a $602,388 grant from its Multimodal Transportation Fund (MTF) program to Greene Township to support the North Chambersburg Improvements Project – Phase II. The grant funding will help advance key transportation improvements in the targeted economic growth area around North Parkwood Drive.

The recent MTF grant funding will be combined with the Township’s 2021 MTF award of $590,000, to support further extension of Fifth Avenue to provide direct connectivity between Parkwood Drive and Kohler Road, including the construction of a roundabout at the intersection of Fifth Avenue and Parkwood Drive, and the construction of a 3-legged roundabout at the intersection of future Fifth Avenue and existing Kohler Road. 

“We look forward to continuing this next phase of our multi-year effort to address immediate safety concerns in the Township. We are extremely grateful to Representative Rob Kauffman and Senator Doug Mastriano for their ongoing efforts to support this significant transportation system project,” said Todd Burns, Chairman of the Greene Township Board of Supervisors.

The project will directly complement Phase I, which was a multi-year, inter-municipal effort led by Chambersburg Health Services, an affiliate of WellSpan Health. Phase I featured the extension of Parkwood Drive north, tying into the Grand Point and Kohler Roads intersection; reconstruction and extension of St. Paul Drive to intersect with Parkwood Drive; a series of enhancements to the intersection of Fifth Avenue and Norland Avenue; and the extension of Fifth Ave. from the municipal line to Parkwood Drive.

“I am thrilled to see this comprehensive transportation project continuing to move forward. The MTF grants are extremely competitive, but the collaboration among public and private stakeholders has been critical. I applaud the Township for recognizing the importance of this project and improving safety and integration in the local transportation network,” said Representative Rob Kauffman.

The first component for phase II of the project was completed in August of 2020 – which included the installation of a traffic signal at the intersection of Parkwood Drive, Kohler Road, and Grand Point Road. Signalization at this intersection has long been a priority of Township officials in order to address traffic flow and safety issues.

The most recent MTF grant award was one of 155 awards funded, and one of only three funded in Franklin County. The Township will utilize these funds to improve local road infrastructure, address existing safety concerns, and accommodate continued economic development in this targeted growth opportunity area.
